Tests for installing Debian using OpenQA

Salsa CI is the official CI pipeline for salsa.debian.org. Anyone can use it to assure quality of Debian packages before they get uploaded to official Debian repositories. See README for instructions.

Provide the files to build a .deb for markdownlint, a syntax checker for markdown files implemented in Ruby (https://github.com/markdownlint/markdownlint). Eventually, the currently accepted package ruby-mdl assembled here turns into a dummy package in favor of a then renamed (and separate) markdownlint.
