disable failing repositories

Once #40 (closed) is implemented, we can use the GitLab API to figure out which repositories do not currently work. We can then disable outputting those failing repositories to the signed pages from the process script, so that they do not show up in the extrepo index.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
