Create bookworm-fasttrack and bookworm-backports-staging suites

Now that bookworm is frozen we should start preparing gitlab for bookworm-fasttrack and this needs new suites to be created.

Bookworm brings us a newer nodejs (and ruby, though upstream has not yet moved to ruby 3.0).

@rmb if you compare the InRelease file for bookworm-backports-staging and bullseye-backports-staging, codename is missing for bookworm-backports-staging.

But https://fasttrack.debian.net/debian-fasttrack/dists/bookworm-backports-staging/InRelease has Codename: None

@praveen looks like I missed specifying the codename when creating the suite. modifying the codename now isn't possible since dak doesn't allow changing codename via the command line.

~$ dak admin s-cfg set bookworm-backports-staging codename=bookworm-backports-staging
Cannot change codename from the command line

Do you know any other way through which we can modify the codename ?

@rmb may be from the database directly? If that is not possible, we may have to drop it and recreate it with codename.

I have updated the codename for bookworm-{backports-staging,fasttrack} entries in the db.

Now https://fasttrack.debian.net/debian-fasttrack/dists/bookworm-backports-staging/InRelease has Codename: bookworm-backports-staging
