Create bookworm-fasttrack and bookworm-backports-staging suites

Now that bookworm is frozen we should start preparing gitlab for bookworm-fasttrack and this needs new suites to be created.

Bookworm brings us a newer nodejs (and ruby, though upstream has not yet moved to ruby 3.0).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
