Consider broadening the scope of fasttrack

Backports gives me stuff from testing onto stable releases
Fasttrack gives me rapid evolving package onto stable releases
Mentors gives me source-level review of updates of packages going into unstable/experimental
What is missing is a place in debian to upload new versions of a package that are already in debian, but for some reason is not updated. The reason for lack of update does not really matter, but it would be a nice service to build binaries for such packages.
It is a bit like 'experimental' but an open process for anyone that would like to take care of a package.
This came up for the GnuPG v2.4 upstream releases, but I think the topic is more general than that.
