Update to upstream version '25.3.28'
with Debian dir a8949f85d7cce976baa2f865cd676077851e9cd5

This was consistently failing in reprotest builds. Since upstream developer
reported this test can fail e.g. due race condition on a congested build
machine, the test itself cannot be fixed easily and for Debian packaging
purposes the best solution right now it to selectively disable just this
test suite.

With this and previous commit the package is now compliant with the latest
Debian policy version 4.4.0.
