Fix issues with new website

Since the site is under a directory on the web server, rather than under
/, the default header template doesn't work quite right.  This change
uses the .Site.baseURL hugo property to populate the href of the main
site link in the page header.

'###' used to refer to the ordinal identifier of the project, but
I have replaced this with a descriptive short name instead.
