d/rules: Remove faketime workaround (Closes: #1127643)

This workaround is no longer needed now that bitsnpicas supports SOURCE_DATE_EPOCH and produces reproducible TTF files (see https://bugs.debian.org/1127641).

I've also taken the liberty to update the patch to DEP-3+git and make it compatible with gbp pq.
