add upstream encoding patch

This is my first salsa PR so hopefully I am doing this right.

I am maintaining the poppler bindings for the R programming language called pdftools. I would like to request a backport of a one-line upstream patch which fixes a really bad encoding bug. Without this patch, the C++ api for extracting text returns corrupted text for anything but plain ascii.

I really hope this can make it into Buster! Thank you for considering.

Is there a chance to merge it and publish a fixed version for Buster? It will be very useful for the R community. I can help to prepare the package if you don't have time.

I rebased this and added a changelog entry (hope you don't mind) and merged it. I will prepare a release now.

So it may not be in time for the full freeze?

Depends on the freeze timing, but if it does not it qualifies for an exception so I'll take care of that.
