Unable to copy AMIs to regions ap-east-1 and me-south-1

The following error message is displayed when an attempt is made is to copy the image from eu-central-1 (where it is generated) to either eu-west-2 or eu-west-3.

"Region eu-west-2 does not seem to be available for aws module boto.ec2. If the region definitely exists, you may need to upgrade boto or extend with endpoints_path"

Note:

1. The host when this command runs is still the ec2 instance on which the FreedomBox image is generated.
2. The boto3 library on that ec2 instance is installed using pip in the current manifest file.
