Option to provide source packages outside of image

This was mentioned as an option here: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=795764#27

Instead of downloading all the source packages inside the build image, I think it would be useful to store them in a tarball, that can be provided for download alongside the image.
