add structure (group and sort) to items on System (->Configuration) page

The items in the system configuration menu/page are missing structure and it would be good if the order could closer follow (and thus visualize) their dependencies, and thus provide some guidance to the user about what to do first:

Hint: Only needed if your IP address changes dynamically and DynDNS can't be managed by your router.
- Name Services
Hint: A registered domain name can simplify accessing the FBX from the internet.
- Service Discovery
- Firewall
Online Services
Hint: A DMZ or port-forwarding must be setup on NAT routers to forward incoming traffic to your FreedomBox.
- Let's Encrypt Certificates (for HTTPS/SSL)
- Monkeysphere
- Public Relay Service (PageKite)
Hint: Can allow reaching your FBX from the internet even without a publicly reachable IP or configurable router.
