networks: Implement creating a guest network

It would be nice to have the ability to create a guest Wi-Fi network. This network will not be able to use FreedomBox services and will be separate from regular network that many contains trusted clients that access FreedomBox services or IoT devices that guest should not have access to.

Not sure if Network Manager we are using supports this.
