matrixsynapse: Allow upgrade to 1.7.x

There is a (comments only) change to homeserver.yaml in matrix-synapse 1.7.x package.

Implement force_upgrade for matrixsynapse app, installing the package with force_configuration='old'. No need to re-run the setup.
