Migrate applications to newer versions of PostgreSQL

I have a FreedomBox testing instance running tt-rss which is in continuous operation for over 2 years.

There 4 versions of PostgreSQL service running on it - 10, 11, 12 and 13.
Only 10 is being used by Tiny Tiny RSS.

The Debian packages of neither PostgreSQL nor applications do the migration to newer versions of PostgreSQL automatically. FreedomBox must migrate applications to newer versions of PostgreSQL.
