debconf locked error when installing freedombox package

This issue pops up sometimes in autopkgtest, but I have also seen this error when installing freedombox package on a Buster VM, with DEBIAN_FRONTEND=noninteractive set. I was able to successfully complete the install by simply running the apt install command again.
