debian: Consider alternative to wireless-tools

The freedombox package "Recommends" wireless-tools. This package is orphaned (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=963896), and the bug mentions iw as an alternative. We can evaluate iw and see if we want to switch to it.
