ikiwiki: Default settings allow public editing of discussion pages

Just noticed some spam on my Ikiwiki's discussion pages, and I confirmed that these pages could be edited without logging in.

This may be desirable for a large public wiki, where users can watch the changes and moderate. But we probably want to turn it off by default.

For my own wiki, I have turned off the Discussions feature entirely, and removed any existing Discussion pages.
