minetest: Support upgrade to 5.4.1

See games-team/minetest@ea30af90.

Need to implement force_upgrades which will get the current configuration, do the upgrade, and then re-apply configuration.

Also look into if we can avoid modifying /etc/minetest/minetest.conf.
