datetime: systemd-timesyncd is not installed by default

I built a vagrant (Virtualbox) image on Debian unstable with FreedomBox 21.16, and it did not have systemd-timesyncd package installed.

I'm not sure what has changed to cause this. But we can add a Packages component to DateTime to ensure it is installed.
