matrix: Prioritize domain names on setup page

After installing Matrix Synapse on Debian bullseye, I see the setup page where I can select a domain. However, the .local (Avahi/mDNS) address is the "default" option.

I recommend to sort this list in some order of priority (Configure Domain Name > Dynamic DNS > Tor Onion address > Pagekite > Avahi). So that the most likely correct option is selected by default.
