coturn: package got uninstalled

Similar to #2298 (closed), I ran functional tests on bullseye, upgraded to bookworm, and ran functional tests again. I saw that the coturn tests were failing because the coturn package had been uninstalled. Will need to check which other app's uninstall is causing this.
