Suggest translating documentaion when translation is not available

When a user clicks on documentation in FreedomBox UI, they are shown manual pages shipped with the code. When a language does not have translation for the manual, English pages are shown. We should show a notification that translation is missing and provide a link to translation resources to encourage new translators.
