[Feature Suggestion] Add Shadowsocks-libev server

Shadowsocks is a lightweight fast tunnel proxy that helps you bypass firewalls (some censorship devices), it can be a proxy before connecting Tor.

I suggest we add Shadowsocks-libev which is written in C and lightweight shadowsocks "server-client". It can be install from apt-get and only a small config file needed.
