When is a FreedomBox considered "functional"

As an example @JoKeyser points out that in the context of a first time setup it is important to guide users to "unfinished" tasks. This also relates to having general notification alerts when things start going wrong.
Things that come to my mind are:
- there is internet connectivity
- udpates are working as expected (no apt failures or whatever)
- domain name is properly set up
- WiFi passwords are set up
- necessary ports are reachable (not really necessary on first setup) ...what am I missing?
