Enabling ownCloud does not work on latest builds

In the recent FreedomBox images, after installing ownCloud in Plinth using the packaging framework, ownCloud shows that ownCloud is enabled. However, the ownCloud setup process has not yet run. Disabling and enabling does not work. This is because ownCloud seems to ship /etc/owncloud/config.php with the latest Debian package and our setup script detects this as already configured. So, going to /owncloud asks for details such as database name and credentials. Removing /etc/owncloud/config.php and then disabling and enabling ownCloud seems to fix the issue.

I could not collect through information for the bug, please take it a bit lightly.
