networks: Prevent risky connection changes (I1962)

Closes: #1962, #1974 (closed), #1821 (closed)

Miscellaneous improvements helping to prevent risky changes in network connections. Specially the primary one.

Couldn't set up the functional tests in my container. Install.sh fails.

Added #1974 (closed) and # 1821 because it impacts the same files.
