ikiwiki: add packages that are neccesary for apt-get install

Benedek Nagy requested to merge nbenedek-master-patch-90436 into master

I carefully played around on an amd64 apt-get install system, and found that these packages are needed for ikiwiki to work. If one or the other is missing these things happen:

  • ikiwiki's directory missing
  • preference and edit page are missing
  • preference and edit are present but can't execute
