Draft: notifications: Improve "Dismiss" UX

  • Dismiss the notification when a user clicks a link and navigates to a page such as Backups, Privacy etc.
  • Add two buttons to dismiss multiple notifications:
    • "Dismiss Completed": Removes notifications which do not require any user action
    • "Dismiss All": Removes all the notifications

The colors and CSS might need some improvement. Looking for some early feedback.
