bind: Avoid conffile prompt when upgrading

When upgrading bind package in testing, I get a conffile prompt for /etc/bind/named.conf.options.

This file was recently changed to a conffile in bind package: dns-team/bind@9ddbb41a

First, we should check whether we can avoid modifying this file altogether, and move our configuration into another file.
