firewall: blocking access to plinth after some time

I have seen this issue 2 times:

1. Start with new vagrant box.
2. Run plinth.
3. Run functional_tests.

After some time, the functional_tests will all be failing. Plinth is no longer accessible.

If I stop firewalld service, then I can access plinth again.
