tor: When in anonymity mode, hidden service and relay are incompatible

When users are seeking anonymity using hidden services as opposed to using for a better reachability, then it is recommended that relay be disabled.

• Update UI to explain this.
• After implementing anonymity mode, force this such that users can't use relay and hidden service at the same time.
