ikiwiki: Option to control public registrations

Ikiwiki is currently configured to allow public registrations and editing of posts by anyone. This makes our Ikiwiki instances easy targets for spambots.

1. Disable open registrations by default
2. Provide an option to enable public registrations

This might come at the cost of not being able to comment on posts on Ikiwiki directly.
