Maybe related to #6, but `/var/lib/dpkg/available` is missing and appears to be required for piuparts to work on stretch AMD64 (it's present on i386 though). According to helmut on #debusine, mmdebstrap need to create the `available` database on image construction. debvm has a customize-available.sh hook for mmdebstrap to create it.
