Support validating images or workers

There are lots of ways in which our infrastructure can be at fault rather than particular tests. We're now seeing that repeatedly for autopkgtests being run inside incus. Can we somehow make Debusine help with monitoring whether our base images and workers are operating correctly? A smoke test could launch a container and install a package (thereby also testing network).
