Race orchestrating reverse-deps across dinstall

Scheduling reverse-deps for a python3-defaults upload (which the world depends on) failed with:

This seems to be a race, citeproc-py_0.8.3-1 was imported during orchestration.

@cjwatson suggests extending the retention period to slightly above 0.
