blhc workflow: Support updating a reference collection with results

In #907 (closed), I changed several QA-related workflows to support updating a reference collection with results, as described in Behavior with update_qa_results set to True. However, at the time the blhc workflow didn't exist. Now it does, and it needs the same treatment before I can finish #908 (closed).
