Workers remain disconnected after restarting debusine-server

Restarting debusine-server results in all workers remaining in a disconnected state. Looking at an individual worker, it seems like it reconnected properly and believes that it is connected as its last log message is Connected to https://debusine.debian.net/api. Once restarting a debusine-worker it properly connects and is represented as idle.
