Stop recompressing piuparts system.tar.xz to .gz

piuparts supports .xz so there is no need to recompress them to .gz. This improves the performance on the workers and is less confusing for a users that tries to run the piuparts command from cmd-output.log locally.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
