Design handling of retains_artifacts in collection create and update operations
When creating a new collection with the UI, retains_artifacts currently defaults to ALWAYS.
There could be arguments for allowing to set it to NEVER, such as when creating collections for experiments. This issue is for deciding if the current behaviour is ok, or if this should be a user-settable knob, and if so in what form
