Emit metrics for duration of orchestrator runs

debusine.server.workflows.celery.run_workflow_task should emit a histogram metric with some reasonable buckets for how long the workflow orchestrator took to run, labelled by its task name.

#1195 (comment 700138) also applies here: we'll need to be able to monitor Celery workers before we can do this.
