Cloud Workers: Bring into production for debusine.debian.net

I'm working on bringing up Amazon EC2 cloud workers for debusine.debian.net. We haven't seriously exercised any of this code before, and so there's going to be a number of related bugs to fix.

This is a top level tracking issue for them.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
