Client porcelain to initiate an upload of a package in a Debusine repository to an external queue

Related to #1113, it would be useful to have a client command that can upload packages from a Debusine repository to Debian. We have the package_upload workflow already, so it may just be a matter of giving people a convenient way to initiate this from their own workspaces.
