References to debian:upload assets not held

I'm not quite sure what's holding references to the source and binary packages inside the freexian workspaces that we are using to upload to reprepo, but debian:upload assets are being expired.

I could imagine the same thing would happen with a suite. The collection will hold references to the sources and binaries, but the uploads will eventually expire.

Maybe we should make the relationship keep uploads from expiring.
