Implement debian:suite-lintian collection

https://freexian-team.pages.debian.net/debusine/reference/devel-blueprints/derived-collections.html#category-debian-suite-lintian specifies the behaviour of a debian:suite-lintian collection. We need this as an initial example of a derived collection which can be updated in bulk, to support #278 (closed).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
