Control worker language environment

systemd appears to propagate locale settings from /etc/default/locale to services.

This introduces difference in the worker behavior (such as noisy Perl warnings when said locale is not installed), hence it seems to make sense for us to control it better, especially if we connect workers from different countries to the same debusine instance.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
