Dynamic cloud storage scaling

STF Task:

• MUST: Add dynamic-scaling of storage resources by being able to leverage cloud storage
  • Admin users can set a policy to manage local vs remote storage, and should have tools to move from local to remote and vice-versa.
  • Likely needed: cron tasks to apply the policy
  • Need to support Amazon S3 but must be easy to extend to add support for other cloud providers.
