New feature for autopkgtest and sbuild workflows: add arch_all_host_architecture

Extend autopkgtest and sbuild workflows adding arch_all_host_architecture as specified in https://freexian-team.pages.debian.net/debusine/reference/workflows.html#workflow-autopkgtest and https://freexian-team.pages.debian.net/debusine/reference/workflows.html#workflow-sbuild

Adapt at least (check other workflows if needed):

QaWorkflow to use it for autopkgtest.
DebianPipelineWorkflow to use it for sbuild.
