Support --resolve-alternatives in sbuild task and workflows

Ubuntu's archive permits alternatives to be resolved by default (historically this comes from the main/universe split).

If we want to be able to build packages that build in Ubuntu, we should be able to enable this flag.

sbuild provides a command line flag: --resolve-alternatives

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
