reverse dependency autopkgtest should be able to run a migration reference test

The reverse dependency autopkgtest workflow can now run autopkgtests for reverse dependencies and tells failures and successes apart. What is very useful in ci.debian.net is telling regressions from previously failing tests apart. This is a new feature and likely planned in some blueprint, but this issue records the need for being able to link to it.
