Navbar plumbing drop down is empty

The navbar for "Plumbing" is empty.

In https://debusine.debian.net/debusine/System/view/ it contains "Create artifact" and "Create work request".

There was a change (I think) to make the creation of artifacts and work requests workspace aware by default. Perhaps the issue appeared at that time.

Perhaps the plumbing menu should not be displayed if the user is not in a workspace aware URL.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
